Each October and May FEMA releases manual changes for the National Flood Insurance Program. This October was no exception. You may be thinking that these changes include some of the reform as mandated by the Biggert–Waters Flood Insurance Reform Act of 2012. Not so much! These manual changes were in the works long before the congressional action. Click here to view a summary of the changes and here to download the changes or the full manual. The rate changes and rules should be used when quoting new business as of September 1 due to the 30–day waiting period for policy effective dates.
