Today the House passed the navigator licensing bill by a vote of 154-16. HB 198 (Rep. Richard Smith Columbus) would provide for licensing of health insurance navigators under the federal Patient Protection and Affordable Care Act.
Passage was routine, even though some organizations urged legislators to vote against the bill. Opposition was based on the position that Georgia should not take part in any way in the effort to implement PPACA. Georgia will not create an exchange and HHS will operated the exchange in the state. However, a large majority of the House recognized that navigators will exist in Georgia with or without action by the state. The only question is whether the state Insurance Department will license them.
